For whatever reason, the game won't work on anything over 144hz. Had the exact same problem, you need to make sure that your monitor itself is actually operating at 144hz or less.
I have a ROG Swift monitor that is designed to safely overclock to 180hz, with overclocking enabled but my OS set to operate at 144hz, the game still wouldn't work. It turned out the reason was even though I had set the OS display settings to 144HZ, the monitor was reporting in its OSD information menu its refresh rate was still 160hz.... so adjust any on-board monitor settings as well, not just your OS & GPU driver software suite to be 100% sure.
Super PC ? lol kidding, 6700k is not a high end CPU anymore , it's old now. 1080ti on the other hand is a beast. But i think its windows 10s problem . Not the pc.
The game works perfect on my old PC.
