You are building those income buildings (warpstone reactors), though, aren't you?
Almost every building you build produces a small amount of gold and the reactor then increases that amount, so for the best income, always fill all of your slots (especially with infrastructure buildings which are cheap and generate more income than others) and make sure every region has a reactor. Most of my outposts have a breeding pit, a scrap heap and fortified entries which seem to give the highest income. I only build military buildings every so often because I don't need to be able to recruit everywhere, so most of my regions are focused on economy. Note that higher tier buildings don't produce more money except for some special resource buildings and harbours, so prioritise building the first tier of the infrastructure buildings everywhere.
Note that I haven't tried this on legendary.
I just checked, and the skill that is mentioned here only applies to warlords. All lords do get two skills that reduce upkeep in their armies, though - the high level campaign (blue) skills Quartermaster and Renowned & Feared.
True enough but still every bit helps, you are going to get a net boost by using it.
Tier V settlements. Always build warpstone reactor for 100 % increase on all income in the province. Walls also grant income of 80.
Fully upgraded province that is built like this should be worth anything from 2k-4k depending on resources or amount of ports.
Skaven warlords have ability called ravenous expansion that can be unlocked at level 13. It has two levels and when maxed it grants 40 % increase on all faction income.
Im doning all of this, but thats not enaugh and nowhere near the incomme I had with dark elves. And btw there the warlord skill only increases the incomme from the settelment building not from overall income.
Alright so the first thing about the Skaven was handling food but as the OP said he has that under control.
So how do you handle the Skaven Economy?
Well 1st lets take a look at the Settlements, as was noted specail resource sites give 1/2 income such as gold mines. However note that you get gold income off of every single building no matter what that building is in each and every settlement.
In fact the amount of gold gain over all is actually quite substantial when each slot is occupied by a building.
So what I do is.....I take advantage of the fact that I can smash a city, sack it...Next move in and Turn it into a Level 3 or even Level 5 city.
Now of course thats hitting the Food Store really hard and will likely drop my Food into the Red....Of course the penalty is provinces might take a disipline hit but that shouldnt be an issue if your placing down the Skaven building for it....Also so what if you get rebel armies each of those can provide more food if they do show up.
But thats what raiding and attacking other armies is really for.
Once you have a Tier 3 or 5 Settlement going you just drop buildings into every slot.
In your Province Capitol you want the Skaven Power Generator, this building at T1 gives 50% more Gold per turn off the whole Province....100% at T5.
Next,
Armies....
First you gotta realize that some things about Skaven are really cheap, such as Skaven Slaves...Super cheap fodder that you should be filling up second and third armies with to support your real army...
No seriously a Skaven Slave costs like 15 gold per turn to maintain....2 armies filled with them isnt an issue to maintain at all its super cost effective, all that savings goes into making your main army the real beast.
Dont even worry if one of those Skaven Slave armies gets crushed you can just churn out one or two more super fast as well.
So with your 3 Armies you basically just move them along as one massive horde of rats in Raid Stance eating everything in your path.
Now what really makes this work is the Skaven War Machines, or at least for me...war Machines need a ton of cannon fodder placed in front and Skaven Slaves fit the bill nicely.
This method gets you all the food you need to sustain your expansion practices and of course all the gold you need to fill your new province with buidlings.
Do that enough and you will have a strong economy.
Later down the line you can start worrying about replacing those Skaven Slaves but honestly they stay very relevant for a while...Each army built of slaves can afford to have Lord Points spent on non-army focused skill points such as making the Lord better at fighting or just a better campaine Lord.
A fully upgraded combat Lord with 19 skaven slaves in Tow is really decent backup for your main Lord (who BTW gets great discounts on his favored units upkeep).
So my thought is, you may be worrying too much about balancing your early 2nd adn 3rd Lords armies....Dont bother making them balanced early in the game, you just want more cannon fodder...Later you might put in a catapult or say something like Gutter Runners or maybe some Rat Orgres.
You can raise a Skaven Slave Army in a Province in just under 2 turns, just to give you an idea of just how expendable a slave army really is.
