Moon Staff of Lileath?
I just noticed that this is in my inventory, but I don't remember getting it. Is it a random legendary item - or does it come with a character?

It doesn't say "Crafted" though - it says "Legendary."

I think I actually picked this up from a skull reef. Bizarre I know.

I figured they didn't want to make yet another quest for Teclis, but left the legendary tag on there because, you know, it's legendary.

That could very well be. I did a crap ton of sea treasure-seeking.

You can get legendary items as a part of "hidden" personal quests. They trigger a bit after some of the rituals are performed, and the reward is a legendary quest item. You don't fight a quest battle for them, so it's pretty easy to miss that you've completed them.
