Why is this surprising?
Regiment of Renown.
Brettonia has the biggest cav variety, with skirmish cav, light cav, 3 types of shock cav, aerial cav, damaging melee cav and line holding melee cav.
That said, I would argue empire has the best cav overall, because much of it can double up as both a good shock cav and passable melee cav. And because their mounted skirmishers are much more powerful, I would say they're better for an all cav army than brettonia.

Empire Demigripon Riders (Well im not sure if they count because they are Monstrous Cav. In the Tabletop there is a difference between Normal Cav. and Monster Cav. Deathstrike work on one but not on the other)
I really should test who would win if they fight at each other.
Highelves, Bretonia, Empire and Woodelves can build very effective Cav. Only Armys.
Woodelves also can build an very Effective Airforce only Army.
Other Factions could build Pure Cav. Armies but they are not really effective.
