I started a High Elf campaign as Tyrion and just didn't do anything, the first Influence Event appeared for me at turn 9.
Maybe you're using some mod that's messing with the Influence Events.
I recall hearing something about this near release regarding Co-op campaigns. Are you in a co-op or competitive campaign? Or is this singleplayer? Is this mortal empires or vortex? Can we get some details?
Ah, good point. Single player or multiplayer is kinda important though. I know that people were complaining about High Elves missing events in multiplayer, and the game does severely reduce quest-events and other such things in multiplayer.
Maybe send your noble to enemy settlements to get influence?
