Does resource benefits effect faction wide?

Like if I have iron that reduce cost of units on one place. Will it effect my recruitment in other places? Or only there.

some at lvl 4 give faction wide benefits.

A general rule is that if it is "faction wide" then the game will write that on the tooltip.

Other terms are "region = territory around a single city" and "province = all the regions within that province".
