I'm sure there are games like that somewhere.
The simple matter is that GW's restrictions on the game's modding tools mean that a modder couldn't add the textures and models necessary for a nude mod. If there's a way to do it, it would be far more complex and unwieldy, both for making the mod and for the end user installing it.
Those mod tool restrictions are primarily in place so that people don't make mods that turn a Warhammer game into one about Lord of the Rings, Kings of War, or another such setting. That they also prevent nude mods is merely a side-effect.
More like GW doesn't want modders to make new models. If CA release a proper modding tool, who's going to buy the regiment of renown DLCs?
