To answer OP's question Eshin established themselves under Ind, Cathay and Nippon, where they learned all the arts of killing in the shadows. They also where one of the only clans in Mordheim when it went to hell in a handbasket.
Clan Skryre Is mostly in Skavenblight, where they tinker away in the Warpforge workshops.
I'm not sure about that honestly, Grey Seers tend to do things outside of any one clan, they are the prophets of the Horned Rat and the prime agents of the Council of Thirteen. Thanquol Is pretty much The most (in)famous Grey Seer, and really, he perfers to just do whatever.
Skrye would be controlled by Lord Morskittar, or his main agent, Chief Engineer Ikit Claw.
Accordingly to the lore Clan Skryre and Clan Pestilens are in Skavenblight and even Clan Eshin in the shadow in the lower tunnel system.
Clan Moulder have there HQ in north of Kislev somewhere. So there is most likely coming a new stronghold there.
The former dwarf strongholm Ekrund/Mount Bloodhorn there is also a mighty Orc and Goblin today on the surface also have strong presence of Skaven below it.
So maybe Ekrund is going to a Skaven stronghold later in the game.

All the great 4 have a significant presence in Skavenblight IIRC, even though they might have their main stronghold elsewhere. Pestilens have strongholds in captured Lustrian cities (and I believe some in the Southlands); Moulder's Hellpit has been mentioned, though I'm not sure if Skryre/Eshin have a main fortress outside Skavenblight, or just minor fortresses with their HQ at the capital.
They'd be able to hear the resulting rage from across the globe without leaving Nottingham.

In terms of Thanqoul placement, he would probably be a lord in the equivalent of the "Empire" or "Greenskins" faction for Skaven I think. As a Grey Seer he's not part of any one particular clan, so it would be a little odd for him to be used in just one, and as someone pointed out above the rat himself would consider himself in charge of any group of Skaven with more than one person in it. It's not impossible for him to be allocated to/hired by a clan like any other Grey Seer of course, but I still think it'd be an odd choice for him, at least when it comes to the four main thematic ones (Skryre, Moulder, Eshin, Pestilens).
If he's one of the starting lords it could always be a thing like "the Lustrian Expedition" but with a better more Skaveny name, with his own congolmeration of hirelings and minions.
I'm kind of torn between where I think he might show up. He's got a lot of draw power/recognition value to be one of the first lords we get but he's also special enough to maybe get the Vlad/Wurrzag treatment of showing up down the line as a FLC special. If anyone in the world was suited to a mad rush to take control of a potentially unlimited source of insane power it'd be Thanquol though. :P
