We can probably safely rule out total playtime of the games in question which would skew towards games released towards the start of a month and we can probably rule out all-time peak concurrent player count as some games that made the list have a smaller number than some games that didn't.

Is it sales? Owners including key use? Again this might work against games released in the last few days of a month whose release window hasn't ended yet, unless there are corrective measures in place for that. But it sounds possible, though it would involve certain games having been bought in greater number than some sales trackers have estimated.
