After starting the Sony-fw updater however, it was shown that this was still the latest version (0297, the same I updated the controller to when the program first was released) on the DualSense installed and no further update was available.
Besides that false alarm happening, it would be convenient if Steam could offer the latest DualSense-fw updater file to download and start directly (kinda like the redistributable files some games require, if Sony allows it of course) from this dialog.

I even tried switching to the beta client as well. Still the same issue.
I'm having the same issue and so is one of my IRL friends and another gaming buddy. I also saw somebody reporting this in the steam community support discord but they left the server before I could reply to them.
Like yours, all of ours worked perfectly fine prior to the July 27th update. Currently, on our systems, if you launch the Windows built-in USB Controller manager BEFORE the Steam Client executable has loaded up (this includes system tray) and click properties, you can see the controller movements on-screen. Then, once Steam launches, all input ceases to be recognized by Windows (or Epic Launcher) until you exit the Steam Client and the controller is disconnected/reconnected.
As you stated, the controller works in Big Picture mode to control the windows and if you specifically enable the Playstation controller and configure Steam Input to control the device in Big Picture mode configuration it will work, but it still prevents any other application from using the controller. Plus, if you switch between launchers, your controller sensitivity will be almost impossible to duplicate 100% if you're using Steam Input.
This issue seems to only be affecting Bluetooth connections, USB hard-wired seems to function OK. Also, ds4windows seems to get around the issue as well even in Bluetooth mode.
I opened a support ticket over a week ago and both responses basically tell me that I have something configured incorrectly and told me where to look for help. (Which I know is not the issue, as I'm sure you do. It is VERY obvious that this is a bug in the build) They also specified that they do not offer advanced troubleshooting for the Dual Sense.
Strange, because I never even asked for assistance with the controller. I asked 3 questions that still have yet to be answered. #1) Will a Hotfix be issued for this? #2) Is there a way to roll back the Steam Client to the previous build #3) Has this at least been identified as an issue that will be corrected in future builds?
So far their responses lead me to believe that this will NOT be fixed and that this buggy and clearly non-intentional behavior is going to be permanent.
Maybe if more people open support tickets on the issue?
