There were plenty of bad games releasing in the 90's, though. The internet and gaming in general just wasn't as big of a deal so you didn't hear about them, and they mostly sat on the shelves at Wal-Mart, Target, Circuit City, and Best Buy without any advertisement.
It really depends of the store owner to offer these or not.
The Best Buy where I used to get them at got shot down, and I couln't find them anywhere else, so take that as you will
