I would just open windows update and get all the things it has to offer there. Keep your system up to date. Unless its something drastic like going from 8.1 to 10.
That list from above contains all the systems from vista to 8.1 - x86 for 32bit OS and x64 for 64bit OS.
What version of Windows are you using and have you ever done Windows update?
Darn. What you might need first is updated version of Windows Installer or something similar to actually make the update from first post work.
Check if you have SP1 installed in Win7. You should have it.
Not sure why you cant. Only idea is that you are either not an administrator (low chance unless you have more than 1 user account) or your anti-virus blocks it for some reason.
Did you restart after installing first fix?
