Capped at 30 fps
In the settings I already set both in-game and replays at 60 fps but the actual frame rate is capped at 30 fps.

My PC is i5 6400, RX 480, 16GB RAM.
I was able to play 4K smoothly but it's just the frame rate is capped at 30 fps even when I used 1080p resolution instead of 4K.

I am capped at 30fps in all resolutions except 720

Tried 720p, still capped at 30 fps.

Worth to note that in Settings.exe under "Specifications" tab, my CPU (i5 6400) is labelled as "Bad", while the others are labelled as "Good".

For some reasons I think it has something to do with it.

That said, this is ludricous as my CPU is better than i5 3450 that is the minimum system specs and is only slightly worse than i7 3770 that is the recommended system specs.
Go into the PES18 folder and click on settings.exe you can change framerate there.

i have the same problem but just on my TV. on my normal monitor i have constant 60fps but if i swich to my TV i just get 30fps. its the same with the FIFA 18 Demo. Assassins Creed Syndicate, for example, runs perfectly with 60fps on both. i have no clue xD

mine runs at 140-150 fine.

Finally found the culprit and fixed it. I forgot to change the HDMI input type on my TV to HDMI 2.0, it was on auto which by default sets it to HDMI 1.4 instead. Now, not only I am able to get 60 fps at 4K but also I can turn on HDR display on Windows 10 settings and I can instantly see significant improvement from the previous one.

mine is set to 60fps runs at 144fps @1920x1080
