Settings.exe won't save settings

Hey!
I recently started to play PES 2018 again, but for some reason, Settings.exe will not save my resolution and joystick settings. basically after pressing ok button everything goes back to default. The game itself opens fine but settings are not applied.
Things I already tried:
-verifying game files
-Reinstalling the whole game
-Running the game and Settings.exe on compatibility mode.
-Running the game and Settings.exe on admin mode.
-Removing KONAMI folder from user documents
-Tried adding the game and Settings.exe to windwos defender
-graphic drivers and windows are already up to date.
-DirectX, DotNet, and vcredist already latest version
My system:
Windows 10 64bit
48GB ram
GTX 1080 MSI
Corei7 6700k
game is installed on a SSD
Someone help a brother out here, I would appreciate that. :)

windows security stop it editing the savefile in C:\Users\Admin\Document,
you can set the whole PES 2018 file as exclusion in windows security.
