This is by design. Offline is not allowed by Konami because they need to have reliable stats about how much time their users play the game!

It's impossible I test everything.. The game doesn't want to launch.. How do you play when the server are down? Because the "circle loading" is the network signal of the game.
I see in a software to control my network, the game every second use internet to send data or receive..

No I'm sorry but you're wrong: PES doesn't start without intenet connection (i.e. offline).
Test this: set steam to offline mode and in windows disable you network card: in this way you don't have internet access.
Now, when you try to start PES it auto closes itself

It's cause DRM! You can't start game without network, it's checking files on every start up! DRM+Steam! Or download pirated version for offline then!
