Also if you use a 144 Hz monitor switch it to 60 Hz , very important.
In PES settings I didnt notice lack of performance choosing 60 fps or 30 fps. I use 60 fps and motion is smooth. Choose full screen too.
In the game I can set everything at maximum without noticing loss of performance (I have RX 480 with 4 Gb RAM) but very important set antialiasing to TAA.
Also use AMD radeon driver to adjust more settings like quality of anisotropic filtering and also if you have a freesync monitor I noticed that deactivating wait for vertical refresh option improves smoothness. Those are my radeon settings;

I hope this can be helpful to AMD users.
I hope Konami can be able to improve performance at 144 Hz and improve freesync performance soon.
I use this configuration on demo but I guess can be applied to final game too.
