Not Master League if you have the right players, formation, tactics and team spirit.
You need great CB's with the Man Marking skill. They also need speed and explosive power of at least 70. They need to be tall. And obviously they need great defensive prowess, ball winning and heading stats.
I also use a 3 CB formation. That allows the middle guy to act as a sweeper. And the two on the outside to attack opponents coming down the wing, (if the RB or LB screw up), while the other two CB's remain in the center.
Also, progress is much slower in this game. Training, building a good team, etc...so you need to give yourself much more time.
I'm in my 5th season of Master League, on Superstar, and I can see defensive progress, as my team blanks opponents much more now. However, in past PES games, I'd be much further along at this point. It's much tougher to build a great defensive team than an offensive team.
I really like the rebalancing of the game this way, though. It's better than any other PES game. It'll make winning Cups feel that much sweeter, because it's tougher to do, and takes a lot longer.
Also, I always pick the worst team in division 2 to start with, to make it as hard as possible. So it's not like I'm being handed a silver spoon. I just know how to stop this new-look AI.
You need the right formation and tactical setup, too.
I'm actually changing my review from recommended to not recommended. The new gloss has worn off and Konami shows no signs of addressing these issues.
It is not limited to Steam, it's all over Reddit, PES forums, soccer gaming forums etc.
I can agree on that with situations like when defenders make one comical step away from the ball or the striker, happens here and there with crosses coming in or when top strikers like Ibra are nearby then your defenders will ♥♥♥♥♥ their pants lol.
Still nothing compared to online..
