Pes 2018 is locking at 60 fps, has anyone found the solution yet?

I think FPS is locked because of game engine.

the game gets trolled with lag at 60 fps, strange, it's kind of choking.

Do you have Nvidia Graphic Card?
And why would you like to go more than 60? you mostly won't feel any difference.
And does even your monitor supports more that 60 HZ?

It's locked to 60 because of your monitor. "60hz"
you can force it to unlock in your control panel if you want, but will probably stutter

If your monitor is 144 Hz, you have to lock it to 60 Hz. PES doesn't have support for more than 60 Hz.

simply just force vsync off via driver or radeon pro(for AMD) ...also more fps reduce input lag...the more fps you get..the better the input reaction is
