Hi how can i play in multiplayer offline ?

invite some friends, get another gamepad and you are ready

Yes, it does. I have played local multiplayer with two Xbox One controllers without any issue!

i have two ps4 gamepad but the doesn't recognizes them

you need special drivers for windows to be able to use PS4
gamepad...https://sourceforge.net/projects/scptoolkit.mirror/... after you install drivers go to pes 2018 settings and set it up there, they are seen as xbox controller for windows

You dont need third party software. Steam support DS4 contoller. I play with DS4 controller.

Open Steam in big picture mod and set up your ds4 controller.
