I like Lilly. 3 mov on turn 1 is more useful than most people realize, and she's a cutie.
There really isn't any squad/mech that does NOT benefit from her "thang".
This, however, doesn't make her the "best pilot" at all but she is definitely the most generally useful (there really isn't a squad/mech that does not greatly benefit from her piloting it).
Camilla.
Can NOT be webbed and can fight in smoke. In other words, put her in the front and hope all the web guys waste their turn on her, freeing her to deal with other threats to your grid.
Camilla in Rusting Hulks makes the game a cakewalk.
All of this. My first attempt at Hard was as above, and I did all four islands and made the victory on my first attempt. If that isn't the best, show me better.

lots of close runners up; abe elevates hazardous mechs. prospero can be huge with brutes or prime. move after or attack twice can be amazing.
but yeah, they're all good really. the game is so well designed and balanced that you can excel with every skill.
Much like Camilla, there are few mechs or squads that don't benefit from his ability. Though I'd agree it might not be as useful as invulnerability to Smoke and Web, his skill is very helpful.
