If I had to guess, it's just cribbed from old school radio technojargon because it sounds cool and it kind of fits the theme of the game, what with a team of engineers that are able to bounce a crew around time using some kind of energy that permeates time and space...

In radio it means readability, strength, and tone and is used to characterize a signal.

I think it's a joke reference to be read as "Reset" island. They are resetting the island to an uninhabitable state. (Which is an insane approach if you think about it.) And more importantly, it's a selfreference to you constantly resetting the timelines.

After all, I think that the leader of the island Jessica Kern is a self-referential joke about the typography of the game, as it doesn't really kern well.

(Detritus is a very jokey/punny island as well.)
