Not sure how I'm whining, just asking a legit question :)
I'm genuinely curious whether it just permanently unlocks the mobs / rooms or if they get removed as you remove the dwellers.
Alright thanks for your input, let's see if someone else does have the answer.
but you can't build new rooms that you fell below population requirement for.
like if you hit 60 dwellers and built reactor, then lost a couple (kick them out, die and got rid of body, whatever), then you can't build any more reactors until you get to 60 dwellers again. you keep the old reactor, but can't make new ones, see?
some people just gotta be nasty
if you are doing regular mode its easier to evict dwellers rather than kill them
but if you drop below the threshold events stop spawning. you keep the rooms after you unlock them though.
The strat is to rush dwellers (once a large reserve of caps are saved up) ; build those training / other rooms you need. Then evict a bunch of dwellers so your just below the critter threshold you want to avoid for a while.
Remember., the best 'tip' for dealing with radscorps is never build 3 wide rooms and leave them empty. And never, ever, build 3 wide rooms and upgrade them and then leave them empty.
For every empty 'storage' room do 2 wide, no upgrades, and any radscorps' that spawn in those empty rooms die fast once they leave and go to a populated room. Even if the dwellers are low lvl, low hp, with so so weapons they still win easy. Not so easy if that radscorp spawns in a fully upgraded room , but thats when i make them run away. :)
And molerats can NOT spawn in a room that does NOT touch empty dirt/rock. So you can mole rat proof your entire vault. Or sections of it. Also, dead , empty space of dirt / rocks between section will limit the spread of fires, radrouaches and molrats. Only radscorps ignore that strategy.

Everything else, including Nuka Cola Bottlers and Nuclear Reactors STAY UNLOCKED no matter what.
I keep my own population at 60 and under, so deathclaws don't spawn.
Radscorpions are the worst but I can cope with them.
I'm at about 150 dwellers right now and even deadclaws just die at my second room without taking even a third of the HP of my dwellers working at my Nuka Cola plants... *shrug*
I keep getting certain objectives to destroy a molerat infestation but with 50+ dwellers they're not as common anymore as they sort of get replaced by radscorps.
Also this is my first every vault, never played it before and I've made my entire shelter huge (way too many rooms) so it's kind of a hassle to keep dealing with the radscorpions as they take away a huge portion of my power, plus the fact that I've barely progressed, still using common weapons, I've got about 10 weapons that are above 8dmg.
I will definitely have to get more dwellers soon as I'm making progress towards getting decent weapons / outfits.

I fought one for almost 5 mins, not only did I have to hunt it all over the vault (it jumps to a random room after some time, instead of going into the ones next to it) but it just wouldn't die, I almost thought that it got full health each time it changed room.
All my dwellers have weapons that range from 7 to 20 damage, and all have min. 3 strength, so they should've don at lease SOME damage, and the ones mostly fighting the radscorpion had 8-10 strength and agility each (main fighters)
if that radscorpion spawns in a FULLY UPGRADED & a 3 WIDE MERGED ROOM; then it has ALOT of hit points (even more if the vault has a high rating with lots of high level dwellers).
if a radscorpy spawns in that same vault, but in a 2 wide merged room, that has NOT been upgraded, ALOT LESS hit points. Same with 3 wide , no upgrades, but 2 wide is weaker.
it's not rocket science, but alot of players seem to ignore this.
http://steamcommunity.com/sharedfiles/filedetails/?id=907986850 these 2 dwellers had no trouble killing a radscorpy (the female is lvl 1 with a 10 dmg gun & this researcher is horrible) because it spawned in a low level room then traveled to this room.
If the radscorpy had spawned in this room 1st (it has been upgraded, but it is only a single Non merged room), i still would have made them run away.

ps: tips : fully upgraded rooms (especially merged rooms), should allways have 6 very well armed dwellers in them. Never leave them empty. If you don't. then your asking for a hard time when 'strong' radscorpy's spawn
