It's obvious that the OP, Rachel is not legit. Not only does she have a VAC ban, but a quick look at her Payday 2 achievements aswell as her Fallout Shelter achievements shows that she cheated them, unlocking many at the same date and time.

On her first day playing fallout shelter, she unlocked 20 legendary weapons and outfits on the same day and time.

Therefore, having all those luncboxes are from adding them with hack.

Case solved.

It's a code for a DLC, so add the code where you normally add codes for games.
So click on the add game button, under your game list in your steam libary

Free stuff as offered as no commercial purpose.

How can you even steal keys? You can't transfer them between games/vaults/players and you can't generate them with save editor. So if OP had KEYS - that would be only because she subscribed to Bethesda mailing list using several different emails or something like that.

And those codes are rare, so makes sense trading them. I WOULD trade if i haven't gotten one for free. I can see the problem that code is not a steam tradeable item, but i'd be willing to take that small risk.
