+1 to child SPECIALs?

Just got a cat with +1 to child specials. I'm assuming the woman giving birth needs to have this equipped?
Does she have to have it equipped when conceiving, when giving birth, both, or all the way through pregnancy?

It only needs to be equipped when giving birth.

I've got a +3 Child special Pet. it makes them start with 4 in all special minimum.

yarp. there are rare and legendary that give +2 & +3 ; as well asa pets that give twins, so itr possible having Legendary Triplets.
