Once they have maxed out their special stats you do not need training rooms. You can put dwellers in them but your whole screen will scream MAX! Unless you want to build lots of crafting rooms for your dwellers to work in but once they are all maxed with highest weapons and armour there is not much to craft.
So you do not need all that many power/water/food producing rooms but you need rooms to keep a happy vault.
so how much stimpack and radaway production do you want, I have a bunch of size two rooms with one guy in them making 9 every half and hour or so. I want 75 capacity for both minimum, more for the stimpacks. cuz I use those more.
but for food/water/power.
the power is enough to power a full vault. I believe a full vault uses around 200 power/minute so you want around 400 power a minute production minimum.
food with the dwellers out of the vault wandering is looks like 75 consumption per minute, which I handed with some nuka cola bottlers. I'm currently got 6 size 3 rooms. could probably manage with less, just need to beat it by like double I guess, but its a good place to shove dwellers as the primary stat is EN so they can level up in them.

2 weeks ago i rebuildt half my vault to ensure short ways during incidents, no empty levels, no LvL 3 rooms that produce more than they need to be leveled and therefore only increase incident strength in them.
Energy-Max 5400 ( 352/min production, 162/min consumption )
(3 3rooms LvL3, 2 3rooms LvL2)
(LvL 3 completely maxed with 14/15strengthers, LvL 2 Maxed with 9/10ers)
FoodMax 1125 ( 131/min production, 58/min consumption )
(2 3Nukas LvL2, 1 3Nuka LvL1, 1 3Garden LvL2)
(Nukas with 6 10endurancers each, 3 in the small one, garden unmanned)
WaterMax 1015 ( 131/min production, 58/min consumption )
(1 3Purification LvL2, 2 2Purification LvL1) (all unmanned)
This setup stayed stable for over one week even during Radscorps etc.
over the time i realized that the pure production values don't result in a stable storage amount, meaning: you could live of only nuka bottlers if there were no incidents, but incidents make you drop below the threshold, so you need capacities that nuka bottler rooms wouldn't provide unless build 3 wide which wasn't really eficient for me at the time ( i collect tons of stuff and have 14 storage rooms 3 wide, and 4 2 wide).
Everything thats not obligatory or production/storage/baracks are training rooms lvl 2.
My current production/consumption values are a bit unbalanced but i realized that incidents (especially radscorps) drain you from maximum to an energyless vault in seconds if you don't stay over 20% more food/water and 60% energy overproduction.
At last my produced numbers from statistics, but they also count different vault layouts over time so don't rely too much on them:
