Using a legendary dweller to make babies doesnt give any special chance to make rare or legendary babies.
To make rare babies (28 SPECIAL @ birth) or legendary babies ( 40 SPECIAL @ birth) , you need to use ANY 2 dwellers (male + female obviously) which have maxed out SPECIAL (10 on every stat) and breed them.

There is ~13.3% chance to produce a rare baby and a whopping ~6.6% chance to create a legendary baby ( without using pets)

Breeding 2 legendary dwellers ( from lunchboxes) wont produce anything other than a normal 12 stat baby UNLESS they have been trained to max in all SPECIAL, just like mentioned above.

They have no better chances of producing rare or legendary than regular dwellers do.

Be careful about using only 1 mom for all babies because soon you will find out that you have problems breeding those babies together as they will be siblings or family members and you will end up really limiting yourself for increasing population.

+3 is the maximum. Some pets just have different effects even when they are "more rare".

Legendary Turkish Van Pumpkin = 2
Legendary Turkish Van Duchess = 3
Rare Australian Shepherd = 1
Rare Australian Shepherd = 2
Legendary Australian Shepherd Bandit = 3

Yeah, it's really ♥♥♥♥♥♥ up - rares and legendaries with different bonus values! And no common grade for those two pets as well! Some pets even don't have rare versions. And there are some bonuses in the game that don't have assigned pets.

With mods it's possible to create Faster Pregnancy % pet I haven't experimented with other unused bonuses yet.
