"Rare"/Blue weapons are just upgrades, you'll need to progress in time/management to get higher drop rates on stronger weapons. The game isn't too detailed, but it's best to just stick a higher damage weapon onto your dweller. Special stats don't give a boost, I believe?
Otherwise only AVG damage matters in the game, the higher = the better.
Pool cue is 4 avg, while shotgun is 6.5 avg. So scrap the pool cue.

If it does, I'm not sure it's a logical one.. As my railway rilfe on a 5 agility dweller is shooting at the same rate as assault rilfe (librator) holding dweller with 4 agility.. Surely the railway rilfe would be slower?

Not disagreeing with you, but those are dweller stats, rather then suggested weapon stats.
But either way the important thing is the question is answered. The weapon type doesn't seem to matter. Which seems to be true when I think back. I had a quest where one had a flame thrower, someone had a bat, and someone else had a pipe gun. They all fired at about the same rate.
But I do think that's a bit uninspiring and would like to see a more ... I don't know... interesting system that went beyond "Just use the big number" setup it has now.
There are three types of weapons for questing - AoE, single-shot and multi-shot.

Otherwise just because it's rare does not mean it will be better then common weapons if it's a weaker type gun and this is the same for a lot of the legendary weapons as you can see here: http://fallout.wikia.com/wiki/Weapon_workshop
