... why are you surprised, players have been able to cheat, for pretty much every single game on PC & Consoles & Boradgames & Cards & Dice & etc.
also, Fallout Shelter was an obvious cash grab since it was basically an 'unworked' mobile port.
Have you seen all those threads by players who got circle jerked by Bethesda & Steam who had their save game's disapear after a bug/glitch. Some of them spent alot of real money ... and lsot it all and only some of them got refunds.
Welp, Bethesda is happy you gave them some moneyies , Steam is also since it got a 'cut'.
In my regular Non-Survival Mode 1st Vault I've spent some money on some Quantums not long after the game came out during a promo, I think around £20 in total that got me quite a lot, the majority of which I still have remaining so I can jump on, quick-start a mission that may take 6-8 hours to begin otherwise, finish the mission then let my Dwellers make their own way back while I upgrade and set the rest up to travel out for another mission/train while I go about my day.
It's not that much to be honest. I've had a good time playing the game so far and knew about the save file editor for a good while now but never could be bothered to check it out.
Is it scamming them to do what I normally do, when they decided to charge me to do it for me?

"single player game" doesn't justify anything. It's not about cheating, Idgaf if you want to cheat or not.
I wouldn't gaf if you found a way to h4x WoW and get away with it and ruined every WoW players' game lives, you can butthurt a lot of players, but it doesn't hurt the company.

I don't understand why you'd stop playing your game because someone else cheated on their game.
This no new thing be able to cheat in "NO ONLINE" games.

It is the same principle here. Want the shiny, try your luck, got BS, try it again. Until you grow up a brain or until you get what you want. Either way the guy behind the machine get your money.

Because for a slice of variable time dependant on ones ability to percieve you can try to seize a moment of contentment or pleasure. That's what I am in it for. I have taken to apply that rule to most things in life as I can. Doesn't always work, but there you go.
People cheating in games is not a new thing, just keep playing fair and dont cheat because others do.
People stealing money from others makes you rich, should you do it because others do ... didn't think so.
