Let them have a "go" at each other. ;)

The main way to get your dwellers happy is to have them work in rooms in which they excell. The game consider that to be their highest stat. You might want to train some dwellers in the relevant stat.

Building several radio rooms with high charisma dwellers staffing those will also help but only by a few % for each. This is however a permanent solution as long as you do not remove said dwellers from the radio rooms.

If you complete the quest "Bottle and Cappy" then they will visit your vault once in a while and raise your hapiness pretty much to the max for the duration.

Edit: having two dwellers mate will also temporarily boost their hapiness to 100% each.

Dwellers working radio rooms do not need charisma for vault happines, makes no diference. They need charisma to increase the chance of attracting new recruits. The rest of the info there is correct.

Breeding raises both dwellers happines to 100%, ragardless of how low it was and is permanent ; but if they suffer from negative happines buffs it wall fall again fast. Some rare times, a dwellers happiness will Not raise at all from 10%. Its a know bug, kick those dwellers out on their ass.

Rushing a resource room & succeeding the rush gives a boost to all dwellers working that room. A failed attempt lowers all of their heppines by the same amount.

good luck have fun

I always get to 100% by rushing. Usually if I fail with a base of 33%-, I will attempt again. So if I fail the second time, I will move them out of the room, because that stops the happiness drop. If they drop below 75%, I just leave them alone and let them build back up to 75% automatically. If I have a spare room, I may let them try to rush that one. If you fail, it's not a big deal, just let rush get back to normal % and try again. Also, for new dwellers that can't rush well, you can get them to 75% by sticking them in a room with their affinity stat, and then have them run into a room that you've just rushed to gain some moar happiness.
