He starts showing up when you have a certain number of Dwellers, I forget the amount but it must be around 30, give or take.
Pretty sure that's false. He showed up for me even when I had only 8 dwellers in my vault.
There might be a room requirement though, at lease 9 rooms (or 3 large ones) or something like that.
I thought I had read he had a Dweller requirement while looking for some other answers on the Wiki, perhaps I am mistaken as I cannot find it again. It does feel like there is a requirement as I, and a friend, have had him appear after a certain point.
Seeing him early - 10+ dwellers seems to ahppen often.

Also, the caps he give out is not a bribe at all. Consider this a minigame. There is no logic behind this at all.
And in Fallout Shelter, we play as the all knowing & powerfull vault OverSeer (not as the lone wanderer). The mysterious stranger bribes the overseer to Not have him arrested and detained since he is Not a vault resident and is following his own agenda.
Its kinda cool, but not important at all. just saying ... lol
and i do think its cool we get free caps for playing a cute lil mini game in game. Even if the music, and their dialogue, drive me totally bat-s_h_i_t crazy.

But the Mysterious Stranger "bribing" you? C'mon, that's utter nonsense. If it was the case and I were the Overseer I'd never agree to "let him go" in exchange of caps. It is just a mindless minigame to pass time with a nice reward at the end.
