Can't craft themes?

Does anyone have any clue why i can't craft this 2nd from top theme?
I have already created 2 othere themes but somehow i can't craft that one ...

Edit 1: I tried putting more dwellers (4) inside room so crafting time went down to about 2 days and 5 hours but i still wasn't able to start crafting it

Edit 2: Upgrading Theme Workshop says it only decreases crafting times, doesn't mention allowing more crafting possibilities

Same issue now.

Try restarting the game by entirely quitting to desktop. This should fix the issue in most cases. One time I had to find a fragment of another theme in order to be able to use the workshop again, but that might've just been a coincidene. The bug seems to kinda "fix itself" over time / with a restart.

i had that too..i closed back to desktop..restarted and it was fixed for me
