How to unlock all licenses at the beginning of sandbox

I can't figure out how to start a sandbox session with all licenses unlocked. Is this even possible? I hope it is, since I really wanted a sandbox that allows you to unlock everything from the beginning.

Agreed. Supposedly sandbox is for those of us who don't want to play career mode. But you have to play career mode to unlock stuff in the game mode meant for people who don't want to play career mode.

It baffled me back when they first pitched it, and I still don't get it.

thats just silly, sandbox should be everything unlocked to play with

Maybe my guide will help here. You can only use a custom difficulty preset for the career mode when you have a savegame where all licenses are bought. Perhaps it unlocks all licenses in the sandbox mode, too.

Step 1. Download a savegame that has all of the licenses unlocked with cash to boot (there is one on the Nexus Mods site that probably still works)

Step 2. Install it into your savegame folder

Step 3. Open the save, buy the new licenses that were added.

Step 4. ???

Step 5: Profit. You can now use the new locomotives in Sandbox mode.

And here yet another fine thread of confused folk about what the heck SANDBOX MODE is when you still need to work through tasks to unlock stuff!? I hope enough folks complain that the DEVS will see how silly it is to call this SANDBOX mode and not unlock everything. If that many people who had a say in that wanted game play in a 'sandbox' then just stop calling it SANDBOX! Your the DEV altfuture. If you wanted to ignore those who wanted a real sandbox, fine! Just don't complain when we complain! I think I and many others make a very valid point about the lack of logic in a sandbox with the need to earn money! It's a total contradiction to the word SANDBOX in the sim world! If I have to use a cheat, or someone's save file, that's the same as hacking the old game IMHO. You added nothing new really.

necro-ing this post to reiterate how dumb this is...

sandbox = do anything....

not go into 'do anything' mode... and not be able to do anything cause you didnt do everything in the forced story mode first

Just to add, there's a few changes coming in the next build (B99):

- Fully completing the career will no longer be required, but instead only buying one of the starting licenses (CCUR1 or LONG1), in order to unlock custom difficulty presets usage in career mode.
- The UI will more clearly let users know why it's unavailable if they haven't unlocked it yet.
