Agreed. Supposedly sandbox is for those of us who don't want to play career mode. But you have to play career mode to unlock stuff in the game mode meant for people who don't want to play career mode.
It baffled me back when they first pitched it, and I still don't get it.

Step 2. Install it into your savegame folder
Step 3. Open the save, buy the new licenses that were added.
Step 4. ???
Step 5: Profit. You can now use the new locomotives in Sandbox mode.

sandbox = do anything....
not go into 'do anything' mode... and not be able to do anything cause you didnt do everything in the forced story mode first

Just to add, there's a few changes coming in the next build (B99):
- Fully completing the career will no longer be required, but instead only buying one of the starting licenses (CCUR1 or LONG1), in order to unlock custom difficulty presets usage in career mode.
- The UI will more clearly let users know why it's unavailable if they haven't unlocked it yet.
