Crash with Big Picture Mode and Steam Controller

ISSUE
When trying to add an activator for an input to switch action sets with Okami HD, Steam crashes.

OS
Windows 10

STEPS

• Start Steam
  
• Connect a steam controller
  
• Open Big Picture Mode
  
• Go to Games and select Okami HD
  
• Open the controller configuration
  
• On any of the inputs (happens all the time with Ready Brush command) go into the binding and press Show Activators
  
• Click on New Activator and click Legacy Keys
  
• Click on the Change Action Set button

RESULTS
The steam client crashes.

EXPECTED
The activator registers succesfully and brings up the prompt for which action set to swap to

[austinp_valve]

The client crash should be fixed now, but just so you know in Steam Input API games the active action set is controlled by the game so they aren't changeable by the user. You can use an action set layer which is functionally equivalent though.
