Elite Armor Sets power difference or no

I couldn't find this answer anywhere, even on Chonky's videos which are great by the way, but is there a power difference between the Tier 1,2,3 Elite armor sets? I would figure there is they are collected from progressively more difficult dungeons, but I have full tier 1 elite and just make a tier 2 belt, and it was far worse.

Does the individual item star tier system matter more for stat determination?

Love the game, wish there was more online about it. I've been looking for a game like this for years. offline WoW essentially, dungeons only.

hey ye there is but not much, its mainly down to how lucky you are with stats for stuff you want on the item - I've put up a screenshot showing the same bow at lev 1 and lev 3. I tended to craft my own elite stuff - you don't get as many abilities that way on the item but feel happier to control what i get rather than grind for pot luck

I just had a tier 1 and 2 cleric chest (Harbringer and Holy Order) both at crafting star tier 3 and the base stats and % increase on spell power were exactly the same. So I guess it's just preference. Why make it drop from harder dungeons then? You'd think there would be a logical progression to getting the Tier 1 Elite set, then being strong enough to get the Tier 2 elite set and then 3 from Ragewind.
