Can't Change Ability Bar

Just started playing. I've set up three ability bars, but no matter what button I bind the ability bar change to, it never changes from the 1st ability bar.

Side Question: I'm a wizard. I equip an orb, but it says weapon requirement not met. Do I need something else to be able to equip an orb?

Ok, so if I equip a different weapon in my additional weapon slots, it lets me change ability bars.

That's....really bad. I want to be able to use the same weapon as I swap ability bars. Come on devs.
