Quest extremely unclear

So I have some quest "A fair trade" with no mention of where I met this person who wants a sigil (or a clue to get the sigil).

I completed "Take the Keep" and I can't turn it in anywhere at all. There's also nothing on the quest page telling me who to talk to (and yes I tried talking to the dude at the camp and everyone in town).

I've had quests I didn't even KNOW I had to turn in to certain people, they just got turned in when I would happen to visit them.

Am I the only one who sees this as a glaring issue?

to complete this quest you need to kill the boss on this map (black orc assassin) on nigtmare difficulty, an item will drop from him, and turn it in at the beginning of the same location

Which map for which quest? I have two listed.
I'm assuming you're talking about the sigil I need as "Take the Keep" says 1/1 for killing the boss. I have no clue what map I met the mysterious stranger on who wants the sigil.

Also I don't care if spoilers are posted as the "story" isn't even worth following.

Fair trade in in the ice map, the NPC you have to talk is at your right as you spawn in the map
