Also it takes roughly the same amount of time for each skill to get there, as they get hidden XP bonuses based on the cost to use them.
If you really want to aim for max all skills of a character achievement, you should wait till late game - when you gain more SP from a single charged attack (2.5 blocks of SP instead of usual 1.5) that you can use skills more frequently. Don't worry, the game will tell you about that moment, plus at that time you should have necessary accessories to gain XP faster -> Training Ring II or III. In addition, you should equip the weapon that has the same skill you are focusing on leveling, doing this will bonus you 1 xp more. Therefore, it is possible to earn max 5 xp per skill usage, making the skill training less tedious.
And one more thing, although your teammates won't be able to benefit from the same bonus, you can decide which skills they can use and which they cannot to focus on leveling specific skills. Be aware that they cast skills similar to yours - i.e you cast one that costs 50 SP then AI would do ones that cost 45-50 SP as well.
You should be glad that you don't have to do it with all characters, as it is definitely hell of a time to do xD. And Celceta and VIII came after this game, so it is obvious that devs received the feedback from fans and reduce max skill level to 3 only.
