They were really lucky to score him. It's easily one of the best voice acting performances ever done, period.
Although I don't think they can change the wording like how you are asking.
The way it is now is a marketing trick: they word it in such a way as to imply that all the other VAs in the game are of Tom Baker's caliber. Obviously to achieve that in reality would be impossible. But it's still good marketing to try and give people the impression that they've done it.
On the other hand, if they said: "We have Tom Baker, but the other voice actors in our game aren't as good as him, obviously, sorry!" ...then that would be terrible marketing, even if it's true. LOL.
