Oh... they didn't seem to be when I checked... there was no all-caps "BUNDLE" blue text (just to the right of the bundle name) which is usually there on the store page for "Complete the Set" bundles.

i didn't know steam even supported "must purchase together" type bundles, but the bundle having that type seems to be a mistake. The "ultimate edition" bundle was created 5 days ago, shortly before the previous bundle with all the DLCs+base game (deluxe edition) was deleted. The previous bundle did have the "complete the set" type according to steamdb ( https://steamdb.info/bundle/12918/ ), so the devs likely forgot to change the type when they made the new one assuming the default type is "must purchase together". This is supported by the fact that the community manager was confussed in the discord when someone reported that they couldn't buy the bundle because they had the base game even though they didn't have the DLCs

It does seem odd if you can't even purchase them or benefit from the discounts if you own anything in them. You're probably right that the setting was overlooked when they were created.

Maybe they can be changed to "Complete the Set" then.

I emailed them a few days ago about the bundles not being combindable and they only changed the deluxe bundle sadly. I asked if they'd make the ultimate edition combindable and he said they won't right now but might in the future. it doesn't seem like they will for a long while. It's definitely a money thing. Personally I'm either going to get everything on sale or nothing at all so it's sucky. Funny thing is I'd still have to pay 40 USD for DLC even with this sale and I already bought the game for like 20 USD. Kinda crazy. Not on sale it's like 80 USD for the DLC's not including the game. I'm not against supporting them through DLC but damn...

Better than EA with games like The Sims 4 where it's in the hundreds if you want the "Full Game." And there's really no change in the actual game. Just some more stuff that really could've been in the base game.

Anything is better than EA, you're comparing this situation to the greediest game company. It's easy to devalue issues by stating a worse one. But this is a completely different company and a completely different game. I really enjoy this game and hope they change their minds on this decision. They would gain more money from me (And others I assume) because it'd be a reasonable enough price for every DLC.
