It should also be found in the _CommonRedist folder of your Sonic Mania game.
2017 is an in-place replacement for 2015, so technically Sonic Mania can use either the 2015 or the 2017.

That said, no runtimes earlier than 2015 are to the best of my knowledge relevant to Sonic Mania.
The only static dependencies (according to Dependency Walker) for Visual C++ are msvcp140.dll (C++ runtime) and vcruntime140.dll (C runtime).
Regardless, having them is better than not having them, as you won't have these missing DLL issues if you have them all installed, as many of these "missing" DLLS are in these older runtimes. So yes, they are relivent to Sonic Mania, as well as many other Games here on Steam.
Games and applications that actually relies on those runtimes will install them during the installation of the game/application.
Unless it screws up, that's why you should just install it yourself, or at the very least have a copy to double check, sometimes the autorun of the MSVC included when steam begins to install it messes up, it's rare but it does happen from time to time (for me, that was Sonic Generations the first time I installed it) since then, I just install MSVC myself, less hassle that way, plus I'll know for sure if it installed the MSVC properly or not.
