(although I would pointout that McAfee is ♥♥♥♥♥, but I know that's not being very helpful)
First you'll want to restore SonicMania.exe from the quarantine list. If Mcafee is being a pain and doesn't allow you to do this, you can use Steam to restore the file back into the proper directory.
In your Steam Game Library > right click Sonic Mania > Properties > Local Files > Verify Integrity of Game Files...
The next step is to put the game on Mcafee's exception list:
Right click Mcafee icon > Change settings > Real time Scanning > Expand the "Excluded Files" dropdown menu > Add SonicMania.exe into the list.
The game file should be located somewhere under:
(your drive name/letter):\Steam\steamapps\common\Sonic Mania
That should hopefully resolve your issue.
Now open the Sonic Mania game folder found in Program Files (86)/Steam/Steamapps/Common/SonicMania
Add SonicMania.exe to Excluded Files in real time scanning.
Enjoy your game.
1. Buy the game.
2. Download the game.
3. Play the game.
And 0. If you will: Don't use bad AVs.
If you bought pre-order
1. buy game

4. have to be online
5. can't launch game because your AV deleted the exe
6. add exception
7. play game

If you pirate the game:
1. be hyped for a crack on release
2. wait an extra week
3. download fake "cracked" release
4. be disappointed
5. wait an extra week
6. hear about Denuvo, scream in outrage
7. whine and complain about Denuvo in the Steam forums
8. wait for a crack
9. hear rumour about cracked version up already
10. download fake "cracked" release
11. whine and complain about Denuvo in the Steam forums
12. wait for a crack

well, I'VE MADE IT WORK!, this is what i did
(VC redist that came with the game installed)
-run sonicmania.exe from install dir
-look for the first file missing, mine was appearing in two folders in windows/winsxs, i went with the one in the following (yours may vary)
C:\Windows\winsxs\x86_avast.vc140.crt_fcc99ee6193ebbca_14.0.24210.0_none_9e58d6f8311e6fc8
-open folder with X86 in its name that appeared in your search,
-copy all the contents to sonicmania install folder,
-run sonicmania.exe ( now should work)
