Can I disable the Weird Screen Filter

I recently got this game and I first booted it up today and i noticed that there was a really weird filter on the screen that I think is really impacting the performance on my PC. I have looked through the settings and the game files and I couldnt find an option to turn it off. If anyone knows how to fix this, please let me know

There's hardly any graphics settings/adjustments in this game.... Pretty disappointing in that respect, as it doesn't run well on my computer at all :/

quick CPU freeware (only official site DLs peeps!)
and also PRIO (process priority saver) should be able to pull enough CPU from your rig to run this if it was built in that last 10 years...remember I REPEAT only download stuff from the actual homesites of any freeware. These utilities are TRUSTED.
