Is there a minimum level required?

According to different websites the required materials are:
Rathalos Ruby x 1
Rathian Ruby x 1
Xeno'jiiva Gem x 1
Dragoncore Ore x 1 (Unlock)

I was able to craft it now, I guess I had to "rediscover" dragoncore ore.

yes, also a few missions of Iceborne. I think the game did not register the dragoncore ore discovery.
