It is strange, sometimes my game lags (<20FPS) and sometimes not (constant 60 FPS), have been testing the exact moment when it lags but doesnt seem to have a pattern, will try the mod mentioned
Found this thread complaining about overheating and fps loss, with a possible solution in the comments:

Disable the high res textures pack if you have it installed (Might want to rename its ChunkHiPC folder, because I'm not sure if it gets deleted when you deselect it from the DLC list). Library > Right click on game > Properties > DLC.
VRAM usage changes in-game depending on what textures are unloaded/loaded. Also, Capcom's usage readings aren't always accurate either.
One more thing: The most recent Nvidia drivers could be a problem as well. Try downgrading to previous drivers.

How can I enable those mods once they are installed? I manually copied them into nativePC folder without modloaders
According to NitroSense, CPU is at 84-94°C and GPU is at 78-91°C in the middle of a hunt, even after setting maximum processor state to 99% as said on the post
Checked the high res textures pack as you said but the only "DLC" I have is Iceborne
The game still starts to heavly lag after 5-15 minutes into a hunt
Other than that, my other suggestion before nuking the system is installing an older Nvidia driver. Maybe switch between directx 11 and 12 in-game and see if there's any change?
Last resort is completely reinstalling the game/Windows. If the game doesn't work then, something is likely wrong with your hardware, or your OEM recovery is adding some kind of conflicting manufacturer's software. In that case, try disabling/removing that junk. You likely don't need any of it.

and inside nativePC, should be a plugins folder, i don't think there is anything else in there if these are the only mods you get
i think stracker's loader has a pop-up or something when you first launch the game which you can look at to check, but i honestly don't remember, haven't played in a while. i might be thinking of something else. either way, it should be working as long as its installed correctly. if you don't notice anything different, then the performance booster mod probably just hasn't helped much
to go back to OP, have you considered maybe deleting the shader cache? and/or deleting steam download cache + verifying integrity of the game?
