If you're not seeing the quest, it means you either didn't capture the monster, or you did capture it, already did the mission, and it's currently on rotation.
Technically best to avoid it entirely until MR, then capture everything once in MR (Bagel, Jho in HR) - can go by Guild Card's capture record then.
But there are monsters that simply don't have Special Arena quests, so...
Get a list, mark the ones you have available, and track which ones show up on rotation.
Or get the list and capture the highest-available-rank of every monster with a Special Arena.
Rainbow Pigment only needs LR and HR.
that's the thing is that i captured every monster low to high rank at least 5 to 9 times but the special arena show up then disappear
After being unlocked by a capture, they are always available before you complete them the first time.
(Same thing, different wording)
Quests you have completed and can't see still count towards completion.
Ranks are marked silver if all currently-available quests are complete, and gold if all possible quests are complete.
Completing all Special Arena quests unlocks "The White Winds of the New World" quest, which finally rewards the pigment option.
Even if you complete it early by joining it in Multiplayer, you still need to finish the preceding Special Arena quests before receiving the pigment option.
