起動時から画面にノイズが発生する・・・

起動時から白い四角の大きめのノイズが発生します。
ミニマップのUIがチカチカしたりします。

グラフィックの設定を落としてもダメでGEFORCEのドライバを最新を入れてもだめでした。

That is typically either a very dirty graphics card or updated drivers, but you said your drivers are updated so that makes me think your card needs to be cleaned or its time to replace it. Artifacting is a common sign of a failing card. Check the core temps of the card and maybe try a clean install of Nvidia drivers without GeforeceNow, its optional and often causes the drivers to not install correctly.
