If you're really at 16 after the story, then that means you did almost no side content. Maybe hit up those hundred optional quests you've neglected.
"a nose for an eye" and "no tomorrow for usurpers" think you can do the snow and cherry blossom at you're HR lvl or just do any tempered 1 investigation you can get you can farm deco while lvling youre HR.
Do any optional quests you haven't done yet (don't have to do all of them, but the ones with a reward upon first completion are mandatory in most cases.)
Get all the canteen foods.
Unlock all the palico gadgets.
Etc.
Though it seems like you kind of rushed the story. Once I finished the story I instantly went to 29.
How many ppl i saw in quests dying to a random teostra explosion or final boss laser beam coz they don't learn pattern or how to dodge, they don't heal so you need to babysit them or they wake up a monster with the weakest skill they have (even if you write in chat to wait)...
You know what they had : HR level 16-20, guardian stuff, ♥♥♥♥♥♥ weapons doing low damage, no skills, dies too many times... Lacks a lot of things.
Pls, just do some sidequests between main quests, train in training ground to test skills, farm for a better armor once you reach some hard quests, explore the world in expedition, go help the lynian/fishing dude, gather canteen food, unlock palicoes gadgets, be curious, take your time....
You are not in a rush to play video games, even if you have only 2 hrs per week !
I did 65% of the side quests when i beat the "final" boss of the base game, i was level 29 then 46 after i did a quest. Didn't need to farm HR ranks, i played the game as intended and was curious.
When i will finish all the base game sidequests, i will be level 55/60, ready to go to iceborn with good skills, good palicoes gadget, a canten almost completed, good weapons and a chest full of helping tools.
