Obviously this isn't an issue for every weapon, for example Long Sword really just needs quick sheathe, and Dual Blades and Bow share quite a bit of the same skills and ultimate compliment each others play-styles well enough that I imagine that will be a popular weapon combo.
My copium is that they will either get rid of some of these skills, or bake them into the weapons that use them. Maybe taking a note from Rise/Sunbreak and giving us gems that can only be slotted into weapons that effect how the weapon functions.
