can some one tell me a step by step guide on how to make layered weapons

Complete Iceborne's story. Continue to the guiding lands. Get the relevant materials from monsters there. You'll unlock layered weapons in the Augment Weapons section in the smithy once you've acquired any material that is part of the layered weapon system.
